Culturally Responsive Evaluation Framework and Practices

Part I will 1) address the theoretical underpinnings of culturally responsive evaluation, 2) discuss its evolution toward people-centered evaluation that emphasizes relationships and lived experiences, and 3) outline how it applies to evaluating S-STEM grants.

Part II will delve deeper into practices, approaches, tools, and findings from the field.

Both sessions will include interactive discussions and reflections.

A mixed methodologist by training and in practice who specializes in quasi-experimental and mixed-method design, Dr. Bledsoe has led evaluation projects involving federal agencies such as the United States Agency for International Development (USAID) and the Substance Abuse and Mental Health Services Administration (SAMHSA). She has also worked with foundations such as The Robert Wood Johnson Foundation and the Annie E. Casey Foundation, as well as community organizations, including Johnson C. Smith University’s Smith Institute.

Katrina Bledsoe

Partner, Strategic Learning Partners for Innovation (SLP4i)

Katrina L. Bledsoe, Ph.D. is a trained evaluator and mixed methodologist, with evaluation experience in US domestic and international settings. She is a partner with Strategic Learning Partners for Innovation (SLP4i). Her areas of focus include culturally and contextually responsive and theory-driven research and evaluation approaches, contexts, and organizational learning. Dr. Bledsoe is a mixed methodologist specializing in the synthesis of quantitative and qualitative methods, and her evaluation work has focused on community-based social services. She has served as a principal, co-principal investigator, or project director, on a variety of projects, and has received grants and contracts for programs including child and maternal health, mental and physical health, economic sustainability, and education. She is a consultant to US federal, state, and local government agencies, international agencies, schools and universities, and US foundations. Dr. Bledsoe is an author on topics such as evaluation practice, culturally and contextually responsive evaluation, and mixed methodology. Her work has been published in journals such as American Journal of Evaluation, and in edited volumes such as Handbook of Mixed Methods Research. Dr. Bledsoe is a well-known keynote speaker for international (e.g., Aotearoa New Zealand Evaluation Association—ANZEA) and domestic (e.g., Office of Management and Budget—OMB) organizations.
